As an Engineering Technician V, your assignments support a project engineer on Surface Water Management construction projects.
Your assigned duties will include inspecting, documenting, and measuring the Contractor’s work in the field to ensure it meets the requirements of the County’s plans and specifications.
An Engineering Technician V’s role requires flexibility, initiative, and accountability because the day-to-day working environment relies on individuals dedicated to seeing a job done right.
The Construction and Right-of-Way Management group is responsible for working with Contractors and stakeholders to manage Snohomish County’s varied capital improvements program each year.
Some of our typical projects involve installing large span fish passage culverts, stormwater facility retrofits, stream and salmon habitat restoration, flood reduction, and neighborhood drainage and water quality improvements, but may have work elements such as earthwork, concrete and asphalt placement, and utility relocation.
Multiple contracts are expected each year with construction values totaling $5M-$20M.
This position will be part of a newly formed team in Surface Water Management, created to coordinate all aspects of contract administration and construction of SWM Capital Improvement Projects.
This new group will play a key role in the overall success of the SWM Division.
Qualified candidates will have: The ability to perform accurate calculations, interpret construction plans and communicate effectively with the public, contractors, Project Engineers and Managers, as well as other stakeholders, are essential skills for this position.
Additional skills desired from candidates are the ability to; Provide close (daily) on-site construction oversight and inspection to assure conformance with plans and specifications Maintain field documentation and records Perform construction surveying and other related technical engineering assignments Provide construction progress reports and cost projections as well as oversee budgets and expenditures for assigned projects Prepare contractor progress payments Identify construction problems, determine alternatives, and present recommendations Document, prepare, and oversee contract change orders Recognize and enforce safety on construction project sites Be able to perform/coordinate materials testing procedures Be familiar and keep up with WSDOT standards for construction Successful candidates will also have qualities in alignment with SWM’s core values of providing and demonstrating high quality service, leadership, stewardship, accountability, respect, and integrity.

Develops budgets, and projections for portions of larger projects, or complete budgets for smaller projects; oversees budgets and expenditures during construction, maintaining daily log books to track costs, and using spreadsheets to report.
Coordinates project implementation with a myriad of interest agencies and groups, to include other Public Works sections, other county departments, cities, school districts, fire and emergency services, utilities, state transportation, county council and the general public.
Coordinates materials testing with lab and/or performs materials tests for soils, asphalt, concrete and other items including identification and chain of custody documentation; inspects concrete and asphalt plans prior to materials use.
Operates precise technical surveying instruments, as well as traditional transit and level, while performing layout and construction surveying including vertical and horizontal location of project features including slope staking, topographic and location survey for field design changes, as built location and confirmation of other survey on critical features.
Prepares inspection reports and project documentation for pay quantities and estimates, progress tracking, quality assurance, and claims avoidance.
To include field notes, drafting and calculating quantities, alignment, grade and locations, and other tasks, according to contract documents.
May conduct field change order negotiations, and/or prepare and track change order documentation; prepares project correspondence and coordinates field design changes.
